2425-0450: Care and Support Service Hanley Gardens – Beaumont Rise
Islington Council invites suitable expressions of interest from suppliers for the above.
The requirement
The service will provide high quality care and support to adults with complex mental health problems within the context of a supported living scheme. The service will commence at Hanley Gardens supported living scheme and move to Beaumont Rise, a purpose built, council owned property, once it is completed. The service is designed to accommodate people whose needs can not be met in the rest of the mental health accommodation pathway due to the level of support they require. It will enable its residents to live as independently as possible while maintaining and improving their mental health through a dedicated staff team that work 24/7 on site. The service will support the council to address the following council missions:

Contract period
The duration will be 37 months from an estimated start date of September 2026 with no options to extend.
Value of the contract or framework agreement
The estimated total value of this contract is £1,898,840 over the maximum 37 months. This is based on £615,840, the per annum cost at Beaumont Rise. The total value will decrease depending on the length of time the service is at Hanley Gardens. The per annum cost at Hanley Gardens is £508,000.
Award criteria
The contract(s) will be awarded to the Most Advantageous Tender(s) (MAT) in accordance with the Procurement Act 2023.

Quality made up of:
20% - Proposed approach to social value
25% - Proposed approach to Service model and delivery:
5% - Proposed approach to mobilisation and relocation
10% - Proposed approach to safeguarding and risk management

Procurement process
The contract will be procured using the competitive flexible procedure in a two stage process comparable to the restricted procedure. The first stage will involve selecting a maximum of the five highest-scoring organisations through a selection questionnaire (SQ). If two or more bidders receiving the top scoring marks are tied, more than five organisations may proceed. All submissions will be subject to minimum requirements as stated in the SQ. The second stage will be an evaluation of tenders submitted by bidders who are selected at the SQ stage.

Procurement Description
Islington Council is seeking to procure a Care and Support service for up to 17 adults with complex and enduring mental health needs. The service will be delivered within supported living accommodation comprising either self-contained studio apartments with shared communal facilities at Beaumont Rise, a new development currently under construction or individual rooms with shared facilities. at Hanley Gardens, an existing scheme.
The provider will support residents with daily living tasks such as medication management, budgeting, cleaning, and cooking. The service will deliver trauma-informed, person-centred, and strength-based mental health support. Providers must demonstrate expertise in active risk management and work collaboratively with clinical teams to ensure resident safety and wellbeing.
The successful provider will have a proven track record of delivering high-quality care and support services to individuals with complex mental health needs, including experience in transitions and move-on support. The Council reserves the right to confirm the final location of the service based on site readiness. Should Beaumont Rise not be available at the time of contract commencement, the service will begin at Hanley Gardens, with the provider supporting residents through any future transition to the new accommodation.
